ALASKA: SURPLUS WOULD PAY FOR PIPELINE Gov. Frank H. Murkowski says that the state may see a $1.5 billion budget surplus this year because of windfall royalties from high oil prices, and that most of it should go to pay for the state's share of a natural gas pipeline from its North Slope.
